Shreveport, Louisiana - To Serve and Protect
Angie Garbarino was arrested in Shreveport, LA by Wiley Willis for a DWI. Apparently it appears Willis beat her severely while she was handcuffed in custody. I originally came across this at, “Don’t Fall in Shreveport” and a follow up article, “Angela Garbarino - Not Forgotten.” Willis was fired for his conduct in this incident. But he was not charged with any crime.
This was not the first questionable case of Willis being accused of using excessive force.
Jasmine M. Winston was beaten with a baton by Willis in front of a downtown nightclub. Then Willis’s fellow officer Cpl. Daniel Sawyer repeatedly slammed Winston’s face into the sidewalk. Winston has cracked teeth and scared lips from the incident. Winston was charged with simple battery of an officer and resisting an officer. Winston has a suit filed against Willis and Sawyer. Once again no corrective action was taken against either officer.
Darlene Atkins claims Willis put a gun to the head of her son Dillon Freeman after a pursuit on a scooter. Willis threatened to shoot Dillon if the Freeman family members dared to come closer to the duo. Tomeka Bush states her car was seized by Willis due to her filing a complaint involving the Freeman incident.
But Willis isn’t the only officer with a questionable history involving criminal activity. With at least eight Shreveport police officers accused of crimes, Police Chief Henry L. Whitehorn says he plans no initiatives to address concerns about perceived corruption and apparent misconduct within his department.
In fact Shreveport has quite a history of police officers which have been involved of being on the wrong side of the law.
Cpl. Kevin Strickland used excessive force in the arrest of two women punching them and forcing one to the ground says a complaint. The complaint was filed by the female police officer who accompanied Strickland to the call. He also shot a man in the back riding a bicycle, killing the man.

Shreveport police officer Cpl. Ronald Small resigns after fraud accusations.
Shreveport Sergeant Ricky Moore was arrested on DWI charges.
Shreveport officer Fredrick Harris convicted of rape.
Shreveport police shot an unarmed man eight times in the back, Marquise Hudspeth was killed. All officers involved in the incident were cleared and the DA of Caddo Parish claimed the police acted in self defense and therefore this was considered a “justifiable homicide.”
Shreveport City Council Approves Officer Pay Raises. I hope the City Council of Shreveport does not consider this a merit pay raise for all the misconduct the officers in this city have displayed.
But the madness doesn’t stop with the police department. The mayor was caught up in a scandal which involved using the police department’s budget to purchase a $31,766 Suburban for Mayor Cedric Glover. The Shreveport City Council made Glover give the SUV back to the dealership. In any other city the mayor would be charged for misappropriation of funds and be facing prosecution.
And even more political corruption exists on a higher level in Shreveport.
Indicted Caddo Parish Judges Michael Walker and Vernon Claville entered not-guilty pleas today to federal corruption charges that accuse them of taking bribes in return for favorable rulings in cases before them. Yep, you guessed it. Shreveport lies in Caddo Parish.
If all the above is Shrevesport’s name to fame. Remind me NEVER, NEVER to go to Shreveport, Louisiana. Shreveport gives me the impression of being one big “hell hole.” Maybe Shreveport should be recognized as the least likely place to take a vacation in the USA. My parting comment, “Does the Attorney General of the State of Louisiana care about such matters?” It seems the AG has been moot concerning such issues? I must ask WHY?
